Clear Bag Program - Soft Launch Commencing March 2020

Recyclable materials are currently prohibited from being placed in bags for collection at the curbside and/or deposit at the landfill site by both Township and County Bylaws. Alternative methods for the diversion of recyclable materials are provided through the County curbside collection program and the other waste diversion services provided at the landfill site.

The implementation of a clear bag program will provide for enhanced enforcement of the existing separation requirements. Numerous municipalities in the County of Peterborough have now implemented a clear bag policy. These programs have demonstrated significant success in reducing the volume of waste being collected at the curbside and delivered to the depots.

The clear bag program will include:

  • Require the use of clear bags for garbage disposal; no opaque garbage bags permitted;
  • Provide for an exception of one opaque privacy bag (grocery bag size) in each large size clear bag or container;
  • Establish a program to recognize exceptions for medical requirements;
  • Retain the current curbside collection limits (2 residential, 4 commercial/institutional) and reduce the number of extra bags allowed via curbside collection to one per week with a bag tag attached thereto.


  • Sept 24, 2019 - Council direction to begin implementation of clear bag program.
  • October 22, 2019 - Required By-law Amendment presented for approval.
  • November 2019 - Public education & awareness program commences.
  • March 1, 2020 - Soft launch – continue public education & awareness, targeted communications to non-compliant properties/landfill site users.
  • September 1, 2021 - Program enforcement commences.

We understand that many people purchase opaque garbage bags in bulk. We suggest that all your future garbage bag purchases be clear bags to prepare for the commencement of this program. More information on where to find clear bags in your area will be provided as part of the public education & awareness program.

Contracted Garbage Collector

Waste Connections of Canada is a private waste collector contracted by the Public Works department. Contact Waste Connections of Canada at 705-742-4268 with any garbage collection inquiries.

  • Garbage must be out for pick up by 7:00 a.m. on your collection day, as collection can occur at any time.

  • Each household will be allowed up to two (2) containers and each commercial establishment will be allowed up to four (4) containers.

    • A container is defined as a galvanized metal or plastic container with a maximum capacity of 77 liters having a handle and a fitted lid or
    • an opaque polyethylene plastic bag 30" x 37" of 1.5 gauge thickness fastened at the top.
  • No container shall weigh more than 30 lbs.  

Winter Recycle and Garbage Collection

All curbside collection needs to be placed in a safe and snow friendly location at the end of your driveway or collection location. Keep in mind clearing the road is the priority and should your recycle or garbage be in an inappropriate place you may find your garbage covered in the snowbank and not collected or strewn across the neighbourhood. Please take an extra few minutes to review on your collection days. Sometimes you many choose to not place your recycle or garbage out and save it for the following collection day.

Garbage By-law 2012-82

Bylaw 2012-82 provides for the collection, removal, and disposal of garbage and other waste material for the Township of Selwyn. 

  • As stated in By-Law 2012-82, any dwelling shall consist of a total of not more than two (2) containers as defined in Section 1.3, per collection.

  • Any business, educational, religious, or municipal establishment shall consist of a total of not more than four (4) containers, as defined in Section 1.3, per collection. Containers in excess of the limits established in Section 3.6 shall be collected if a Bag Tag issued by the Municipality, as defined in Section 1.1, is affixed thereto.

  • Bag Tag shall mean a tag or a sticker issued by the Municipality, to be affixed to any bags of garbage and non-recyclable rubbish put out for curbside collection which are in excess of the collection limits set out in Section 3.6.

  • Bag Tags are sold for $4.00 per tag and are available for purchase at the following locations:

    • The Selwyn Municipal Office
    • The Municipal Landfill Site
