Official Plan Amendment Applications

OPA 56 - Floodplain Mapping re National Disaster Mitigation Program (NDMP)

The following are Notices and related Zoning By-Law Amendments regarding a proposed Official Plan Amendment.

The effect of the Official Plan Amendment will recognize the floodplain mapping that was delineated through the National Disaster Mitigation Program (NDMP) by placing lands within the floodplain in the Environmental Constraint designation.

The project was a collaborative effort between the Townships of Douro-Dummer, North Kawartha, Selwyn and other local Municipalities and Conservation Authorities, and resulted in floodplain mapping around several major waterbodies in the County.

The areas in the Townships of Douro-Dummer, North Kawartha, Selwyn that form part of the Amendments are located on the shorelines of the following lakes: Pigeon Lake, Chemong Lake, Upper and Lower Buckhorn Lakes, Stony Lake, Clear Lake, Lovesick Lake, and Lake Katchewanooka.

Mapping of these floodplains can currently be found on the Otonabee Region Conservation Authority’s website, by clicking on the ‘Floodplain Web Application’ from the sidebar on the right (https://www.otonabeeconservation.com/programs/floodplain-mapping/kawartha-lakes-floodplain-mapping-project/).

The Townships of North Kawartha and Selwyn are also amending their Zoning By-Laws to include provisions and/or delineate the floodplains in an Environmental Constraint (EC) zone. The Zoning By-Law for Douro-Dummer already contains general provisions that address development in floodplains.
