Administrative Monetary Penalty System (AMPS)

The Administrative Monetary Penalty System (AMPS) is a faster, more flexible way to resolve minor by-law offences. Instead of going through the courts, most disputes are handled directly by the Township. 

AMPS is used by many municipalities and helps:

  • Resolve cases more quickly
  • Reduce court backlogs
  • Improve compliance with by-laws

Please allow up to 7 business days for processing. Payments will be recorded on the date that they are received by the Selwyn Township Office.

You will need your Penalty Notice Number (ticket #) and Licence Plate to make a payment

Convenience fee apply. These fee are not retained by the Township and are paid to PaySimply.

Dispute a Penalty

Any person who is served with a Penalty Notice may request that the Penalty be reviewed by a Screening Officer on or before the date on which the Penalty is due and payable.

Please Note: Pursuant to section 8(3) of Ontario Regulation 333/07 made under the Municipal Act, 2001, S.O. 2001, c. 25, neither a screening officer nor a hearing officer has jurisdiction to consider questions relating to the validity of a statute, regulation or by-law or the constitutional applicability or operability of any statute, regulation or By-law.

Important:
Screening and Hearing Officers cannot consider the validity or constitutionality of laws or by-laws.

Frequently Asked Questions

AMPS helps reduce pressure on courts and allows municipalities to handle minor by-law offences more efficiently.

It is authorized under the Municipal Act, 2001 and related regulations.

  • Cases are resolved in weeks or months (instead of 6–12 months)
  • Disputes are handled locally
  • Penalties are designed to encourage compliance—not punish

Penalty Notices may be issued by:

  • Municipal By-law Enforcement Officers
  • Provincial Offences Officers
  • Property Standards Officers
  • Chief Building Official and Building Inspectors
  • Police (Peterborough Police Service or OPP)

  • In person
  • Placed on a vehicle
  • By mail
  • By fax
  • By email

(Parking tickets are typically placed on the vehicle, but can be delivered using any of the methods listed above.)

A Hearing Review is a formal, independent review of the Screening Decision.

After the hearing, the decision may be:

  • Confirmed
  • Reduced
  • Cancelled

Note: The Hearing Officer’s decision is final.

No fee is charged for requesting a Screening or Hearing Review.

However, fees may apply if you fail to attend your scheduled review.

Additional fees may apply in certain situations:

  • Ministry of Transportation search: $10
  • Late payment: $25
  • Adjournment: $25
  • NSF (returned payment): $25
  • Missed Screening Review: $100
  • Missed Hearing Review: $375

HST is not included.

If a penalty is not paid within 15 days, the Township may:

  • Add late fees
  • Recover costs for obtaining vehicle/owner information
  • File the debt with the court
  • Deny licence plate renewal (parking offences only)
  • Add the amount to your property taxes

Currently, AMPS applies to the Parking By-law. Additional by-laws may be added in the future.
