Construction on Water Street has been approved.  Accurex Inc will be completing the construction and DM Wills is the engineering firm overseeing the construction. The construction is described below including the proposed phasing:

Phase 1 

April 2022 to Fall 2022

Expected set-up start date: April 18th

Expected construction start date: April 25th

Note: The 1st area of construction will start at Reid Street to just past Hendren’s Funeral Home. This area will be completed 1st and a licenced archeologist will be overseeing the excavation of this section of construction due to the presence of the pioneer cemetery.

Water Street (from Concession Street to just before Reid Street):

  • New watermain 
  • Storm water
  • New roadway (1st lift) and curb and gutter
  • Layby parking beside St. Paul’s Church
  • Defined parking beside boat launch
  • New sidewalk in front of condos to King Street and replacing existing sidewalk
  • Boat launch improvements (upland apron and in-water) 
    • Note: pending permit approval, in-water boat launch works to take place commencing late fall of 2022 and be completed by spring of 2023.

King Street:

  • New water and sanitary main 
  • Storm water
  • New roadway (1st lift) and curb and gutter
  • Replacement of existing sidewalk

Phase 2 

Spring 2023 to Fall 2023

Water Street (from Reid Street to Bridge Street):

  • New watermain 
  • Storm water
  • New roadway (1st lift) and curb and gutter
  • Designated parking at bridge
  • Replacement of existing sidewalk

Reid Street:

  • New water main from Charlotte to Water Street
  • Some minimal sanitary work
  • New roadway and sidewalk re-install

Phase 3

Spring 2024 to July 1, 2024

All final adjustments and final lift of asphalt.

Water Street, Reid Street and King Streets:

  • Site works and landscaping

Additional Project Details
  • Traffic Calming - adding three-way-stops at the intersections of King and Reid Streets to calm traffic and improve pedestrian crossings.
  • Christ Church Museum:
    • No works planned beyond road reconstruction to avoid any disturbance of the pioneer cemetery.
    • Active construction adjacent to the Christ Church area will start in April 25th, 2022 and will be overseen by a licensed archeologist.
  • Improved Parking Facilities - boat launch and parking area at the bridge, including designated accessible parking. Adding lay-by parking beside St. Paul’s Church.
  • Sidewalks – new sidewalk installed adjacent to the Lakefield Condominiums, extending from where it ends at Concession Street to King Street and replacement of existing sidewalk.
  • Bike lane – share the road will be implemented for cyclists.  Space limitations meant that a dedicated bike lane could not be installed.
  • Boat launch:
    • Improvements to the boat launch, including hard surface launch area.
    • Boat launch will be closed during active construction during phase 1 (2022) – signage will be posted to advise of closures.

Frequently Asked Questions (FAQs)
  1. Will there be road access during construction?
    • Access to local traffic only (residents and businesses) will be maintained as much as possible. If there are any full road closures required for brief periods, notice will be provided 24 hours in advance where possible. 
  2. How will deliveries/access be maintained for businesses?
    • A representative of Accurex will visit businesses to discuss your access needs.
  3. Will there be impacts to adjacent private properties, driveways etc.?
    • Services and amenities will be constructed on the public right-of-way.

    • Any existing driveways on the public right-of-way or areas impacted on private lands will be replaced/repaired.

  4. Will garbage and recycling collection be impacted?
    • Accurex will assist residents/businesses with a common collection area
  5. Will my water service be impacted?
    • Temporary water services will be installed to ensure that residents and businesses continue to have access to the municipal water system.
  6. How will the project be phased?
    • The project phasing is noted above.

    • Phase 1 is expected to begin site preparation and set-up on April 18th.   7. Will there be access to the boat launch?
    • During Phase 1, there will be periods of time where there will be no access to the boat launch. During these instances, signage will be installed to advise users when there will be no access to the boat launch. Access will be re-opened when the road conditions allow safe access.

    • For the most up-to-date information regarding boat launch closure periods, check the Township website listed below prior to traveling to the boat launch.

  8. Will there be on-street parking and access to the Lakefield Trail?
    • No on-street parking or parking in defined parking areas will be permitted where there is active construction taking place.  Signage will be posted to note that only local traffic has access to the construction area. 
    • Parking is available at the Community Centre.  Remember – there is no parking in the rear parking area on Thursday mornings during the Lakefield Farmer’s Market season.
    • Access to sections of the Lakefield Trail will be closed during construction phases and signage will be posted when sections are not accessible.  

 

Scope of Work – Common Questions (general scope of work is described above)

  • The road will be re-located generally in its current location
  • New sidewalk will be added in front of the Lakefield Condominiums to King Street
  • Existing sidewalk will be replaced with new sidewalks at these locations
    • Water Street sidewalk - Reid Street to Water Street
    • Reid Street sidewalk (Church side) from Charlotte to Water
    • King Street sidewalk from Queen to Water
  • New lay-by parking will be added adjacent to St. Paul’s Church (from Reid Street to the rear Church driveway). No defined parking adjacent to the Christ Church Cemetery.
  • Defined parking areas will be maintained at the boat launch and at the Bridge Street location (across from Church and Canoe and Paddle). Note these parking areas will not be available for parking during active construction periods.
  • Trail will be maintained – access may impacted during active construction
  • Lakefield Trail memorial trees, benches and shade shelter will be maintained – some of these amenities may be temporarily inaccessible or re-located during construction periods.
  • Trees potentially affected by construction will be assessed and monitored by a licenced arborist.
